Used only in dashboard pages, only when someone picks a HEIC/HEIF photo their
browser cannot open itself; the photo is converted in the browser and only the
converted image is uploaded. The library is used unmodified, as a separate
file loaded at run time by its path, and can be replaced by any compatible
build of the same interface (a `libheif` global factory taking `wasmBinary`,
`onRuntimeInitialized` and `onAbort`).
